Vangie Williams (D) Challenger
Rob Wittman (R) Incumbent

The scores are for your convenience based on our criteria. There is no pass or fail.
This scoring rubric only covers the four issues that are of particular importance to WAFA members. There are other issues of importance - they are not included here. The scores are constructed using evidence available online, i.e. candidate websites and reports in legitimate media. All links are provided.
Taking no public position on an issue earns a score of zero.

RUBRIC
Consensus among WAFA members has been achieved on the following policy advocacy positions:
  • Single Payer System (Improved Medicare for All)
  • Carbon Solutions (Green Energy)
  • Women's Rights (Planned Parenthood)
  • Common Sense Gun Legislation
CAVEAT
  • Gerrymandering (one of the five issues upon which WAFA has achieved consensus) has not been included in this rubric because this is not an issue that candidates for the U.S. House of Representatives are expected to address.
SCORES
Up to 25 points can be earned in each of the four categories. A total of 100 points is possible

Williams:
  • "First, common sense and basic human decency should dictate that multi-billion-dollar health care corporations should not profit based on whether you receive treatment or not—whether you live or die. Second, every American should, as a basic human right, have access to affordable healthcare. Third, we must embrace common sense and untie the hands of our own government to negotiate with pharmaceutical companies for lower drug costs for all Americans." LINK
  • "Supports moving to a single-payer health care system." LINK
Wittman:
  • Voted for the American Health Care Act (AHCA) of 2017; voted to repeal the Affordable Care Act. Link
  • Regarding AHCA, "the nonpartisan Congressional Budget Office, along with the Joint Committee on Taxes, announced that as many as 14 million people could lose insurance by next year. • "To condone any corporate practices which would pollute and endanger the environment on which much of our economy is built is insane. Common sense environmental policy means protecting clean air, clean water, and promoting green technologies for energy generation.  We could build wind and solar farms across the Northern Neck and Middle Peninsula and supply our region with much of its power needs.  Not only would this bring more high tech jobs to the 1st District, it would help us preserve our agricultural heritage and ensure our economic future." Williams:
  • "An overwhelming majority of Americans agree that we need universal background checks to prevent guns from falling into the wrong hands. We have to close loopholes that currently allow 1 in 5 guns to be sold in “no questions asked” transactions through private and online sales. That’s millions of guns sold without a background check and can easily fall into the hands of criminals and domestic abusers."
  • "She’s against assault weapons, coining a phrase that she said even Republicans like: 'If it takes you 30 bullets to shoot a deer, you need to go fishing.' LINK
  • "Never again can we allow people like Rob Wittman to co-sponsor bills like the SHARE (Sportsmen’s Heritage and Recreational Enhancement) Act which removes restrictions on the use of silencers and flash suppressors and prevents the ATF from classifying ammunition as being 'armor piercing.'"  LINK
  • "Supports . . . increased background checks for gun sales" LINK
  • Supports "tougher gun laws, including a ban on bump stocks and expanded background checks. LINK
Wittman:
  • Supported loosening restrictions on interstate gun purchases; co-sponsored bill to ban gun registration and tricker locks in Washington D.C. ; co-sponsored bill to allow firearms in National Parks LINK
  • "Limiting our constitutionally guaranteed rights is never the answer. That is why it’s so important for us to affirmatively protect the Second Amendment rights of law abiding citizens by advancing legislation like the Concealed Carry Reciprocity Act of 2015." LINK
  • Has a 93% rating by the NRA. LINK
  • The NRA donated to Wittman's campaigns LINK
